ACDA Welcomes Chad Stovall as New Development Director
Anchorage, AK - April 23, 2025 — The Anchorage Community Development Authority (ACDA) is pleased to announce the appointment of J. Chad Stovall as its new Development Director. Stovall brings over 18 years of experience in federal, state, and community development leadership to this critical role, with a strong track record of driving innovation, securing investments, and building strategic partnerships across Alaska and the nation.
Stovall most recently served as the Alaska Field Office Director for the U.S. Department of Housing and Urban Development (HUD), where he managed over $700 million in annual appropriations and led efforts to strengthen housing and infrastructure initiatives statewide. During his tenure, he was nationally recognized for launching groundbreaking projects, including the Team Alaska expeditionary 3D concrete printer showcased at the 2024 Innovative Housing Showcase in Washington, D.C.
Before HUD, Stovall held senior leadership roles at the Denali Commission and USDA Rural Development, where he pioneered infrastructure investments, rural innovation programs, and market-enhancing partnerships. His career reflects a deep commitment to advancing economic development in Alaska’s most underserved communities through creative, data-driven, and collaborative approaches.

As Development Director, Stovall will oversee ACDA’s land development strategy, support key housing and economic growth initiatives, and help drive projects that align with the Authority’s mission to create a vibrant and prosperous Anchorage.
