Microunits for Recovery Residences: Procurement or Construction of Microunits, Site Development, and Placement of Microunits
The Anchorage Community Development Authority (ACDA) is requesting proposals from qualified contractors to construct and/or procure between 16-30 Microunits and design and develop the site, including associated utility connections and infrastructure.
The successful bidder will bring the required expertise to the project to deliver a product that meets project specifications and budget within a short timeframe, with the site and units available for occupancy by October 15, 2025.
Proposals will be accepted from June 23, 2025, through 4:00 pm AST on July 21, 2025. Proposals may also be delivered to ACDA at 245 West 5th Avenue, Suite #122 on or before the above closing date.
A pre-proposal meeting and walk-through will be held at 10 a.m. on June 27, 2025.

Per Section 2, 2.2 Confidentiality of the RFP: “ACDA reserves the right to publicly release the names of all proposers and their team members at the time the qualified proposals are selected.” There is also an attendance list and contact information from the attendees of the first site survey meeting on June 27, 2025.
Is a title report for the parcel available?
There is no title policy for the MOA property denoted in the RFP map.
How will MOA permit permanent water/sewer connection to a temp structure? Is this exempt due to amendment #2?
As written in the code language (see AMC 23.10.104.16, Item 11), it says water/sewer connection is allowed, but requires a separate retrofit permit. If opting to connect to city services, awardees would have to get an AWWU permit and would need to get a retrofit permit for our inspectors to go look at how it is all built.
This property is B-3SL surrounded by PLI which requires L1 landscaping at the perimeter. A lot of the boundary is covered by existing parking lot and drive aisles. Confirm no landscaping required, as it is not listed in the RFP.
Since it will be permitted as a temporary use, landscaping is not required but you must provide a landscaping plan of how it would be provided if it became a permanent use in the future.
Chugach Electric Association (CEA) is taking a very long time for service extension design. Are offerors permitted to do above-ground temp electrical OR cover/compact over it with 5/8” minus. Is overhead power with a drop an option?
The MOA would not accept a temp electrical for the use of the facility since that is intended for construction use. This would require a permanent pedestal to feed the temporary electrical hookups. This could be done, however, with a CEA compliant overhead power if approved by CEA.
Confirm whether ACDA would permit a 70SF unit to enable better pricing and more units on the site?
Per Addendum #2, single-occupancy dimensions of each unit is 80-120 square feet.
All utility stub outs and connections are the responsibility of the winning bidder.
Does a conceptual layout satisfy the site design requirement? Or does this need to be done by a civil engineer?
A conceptual site plan will suffice; a civil engineer is not required for this step.
Is the section regarding connecting to utility services referring only to the main tie-ins for sewer/water/electrical? Or is the Proposal team responsible for all tie-ins and excavation/installation of sewer/water lines, electrical trenching and conduit, laterals, cleanouts, and connections to all units?
All utilities have been identified on the MOA map listed on the ACDA.net website. The run to your specific location will be a task of your individual scope of work.

Do the microunits have to be connected to utilities?
No, it is not mandatory for the units to tie into utilities. Developers can use their own innovations to include off-grid water, electric, electric heat, and sewer.
Does the electrical work need to be certified?
Yes. Certification from a state-licensed electrical engineer, or from a state-licensed and Municipality of Anchorage licensed contractor, is required.
Clarification:
Units refer to individual housing areas with their own door, intended for one person per unit. Maximum size is 120 square feet; minimum is 80 square feet. Units can be clustered for a combined interior space of up to 400 square feet, as long as each unit maintains its own entrance and size remains between 80 and 120 square feet.
