ACDA Board Supports Proposed Property Tax Incentive Ordinance to Boost Housing in Anchorage

Anchorage, AK - April 22, 2025 — The Anchorage Community Development Authority (ACDA) Board of Directors passed a resolution supporting AO 2025-35, a proposed ordinance establishing a long-term property tax incentive program to spur housing development across the city. The ordinance is scheduled to be heard at tonight’s Anchorage Assembly meeting.

If adopted, AO 2025-35 would offer up to 25 years of partial property tax exemptions for qualified multifamily housing projects—15 years as a base exemption, with up to 10 additional years for projects that meet criteria such as affordability, prevailing wage, or location in designated redevelopment zones and transit corridors.

“This proposed ordinance represents a major step forward in addressing our city’s housing shortage,” said Mike Robbins, Executive Director of ACDA. “The ACDA Board strongly supports this initiative because it creates real incentives for the private sector to build more housing where we need it most.”

Resolution 2025-05, passed by the ACDA Board on April 9, 2025, endorses the ordinance as a key tool to help Anchorage meet its “10,000 Homes in 10 Years” goal. The resolution underscores the critical role of public-private partnerships in expanding housing supply and revitalizing urban neighborhoods.
